HR 3131 – Community Services Block Grant
H.R. 3131 is to amend and reauthorize the Community Services Block Grant (CSBG) Act–this is key federal funding for Community Action Agencies and other organizations/programs addressing poverty. CSBG was “zeroed out” in the President’s proposed budget for FY2026, making H.R. 3131’s passage even more critical.
Key Points
- CSBG provides funds to state and local poverty alleviation organizations/initiatives–if HR 3131 is not passed there will be no CSBG funds in FY2026.
- Because CSBG funds are for state/local actions, these funds are not subject to Federal bureaucratic limitations to poverty-alleviation initiatives.
- In California, CSD disburses CSBG funds.
- California House delegates account for 12% of House delegates and 20% of House Democrats–we can make our voices heard.
Action Items
- Call and email your Representatives and tell them to support HR 3131 (see Resources below). We particularly need our LA-area members and colleagues to do this: Find Your Representative
- If your Rep is already a co-sponsor, please call and email to thank them for their support and remind them how critical HR 3131 is.
