Federal Layoffs and the Community Services Block Grant
Among the layoffs occurring during the government shutdown includes staff in the Office of Community Services (OCS). Grant obligations received in September before the shutdown are unaffected. There is also question about whether the OCS will have the ability to administer the Community Block Services Grant (CSBG), which is up for renewal in 2025 via HR 3131 (in House Committee since 5/1). 1, 2 (For more info on HR 3131, see our post here)
As of 10/28, the Temporary Restraining Order (TRO) on the Administration’s layoffs is indefinite. 3 However, it is unclear if OCS employees at-large are members of the unions serving as plaintiffs for the TRO and therefore covered under the TRO. We will update as more information comes, particularly as this effects HR 3131.
SJ Res 77 & SJ Res 81 – Ending the states of emergency declared by the President that allowed implementation of tariffs on Canada & Brazil (respectively)
Summary: Potentially ending the tariffs on Canada and Brazil by ending the respective states of emergency declared by the President, which allowed the President to order the tariffs.

We will see what happens to these resolutions when the House is able to work and the Supreme Court issues its ruling.
