Federal Fridays (Week Ending 10/31/25)

Federal Friday is our opportunity to summarize the week’s Federal-level legislation and provide insight and analysis into the policies that we deem most relevant to our membership. We strive to provide a thorough breakdown in one place.

SJ Res 77 & SJ Res 81 – Ending the states of emergency declared by the President that allowed implementation of tariffs on Canada & Brazil (respectively)

 

Summary: Potentially ending the tariffs on Canada and Brazil by ending the respective states of emergency declared by the President, which allowed the President to order the tariffs.

 

Last Action: 10/29 Passed Senate (SJR 77), 10/28 Passed Senate (SJR 81)

CCEDA’s Take:

 

These resolutions now need to be voted on in the House of Representatives. Passing of these resolutions could result in the beginning of dismantling the tariffs ordered by the Executive Office, which have cumulatively had severe impacts on the economy and small businesses.

 

 

HR 5371 – Continuing Appropriations and Extensions Act, 2026

Summary: The Bill that must be passed in order to funding programs/items such as SNAP and federal employee wages (minus sworn-in members of Congress, who are still getting paid). Bipartisan support is needed in order to pass this Bill, with Democrats withholding votes in order to pass protections for items such as healthcare tax credits (preventing exorbitant increases in cost).

 

On November first, open enrollment begins and we see what the removal of healthcare tax credits (Big, Beautiful Bill) has done to the cost of health insurance for 2026 (in many cases, doubling the cost). This has a direct effect on employers that provide health insurance, as well as everyday people who may find healthcare inaccessible. This is a talking point on why Democrats are pushing for healthcare tax credits when discussing HR 5371 and its passing.
